Parish Council Minutes - Jan 2018

Minutes of the Yealand Conyers Parish Council Meeting held at the Quaker Meeting House on Wednesday 3rd January 2018 at 7.45pm.

Present Cllr Lucy Arthurs, Cllr Dawn Hancock (chair), Cllr Joan Page, Cllr Jane Panton (vice – chair) Cllr Sue Tyldesley.

Gill Mason – clerk to the parish council. 

1515 Apologies.

No apologies received. 

1516 Minutes of the previous meeting.

It was resolved that the minutes be approved by the parish council and signed by Cllr Hancock as a true record of the meeting held on Wednesday 15th November 2017.

Proposed by Cllr Panton.

Seconded by Cllr Tyldsley. 

1517 Declarations of interest and dispensations.

Cllr Tyldesley declared an interest in the Quaker planning application and payment to A.Tyldesley for the newsletter.


1518 Open forum.

No residents were present. 

1519 Planning

17/0172/TCA  Fell one Beech Tree - Bank Barn, Dykes Lane, Yealand Conyers, Carnforth, Lancashire.

The parish council would like clarification as to the current position and requested felling of the tree on site.

17/01534/FUL Demolition of existing dwelling, erection of new dwelling and detached garage.

The parish council have no observations.

17/01478/LB Friends Meeting House Yealand Road Yealand Conyers Lancashire, Listed building application for the replacement of timber window frames and glazing, installation of insulated plasterboard to external walls, installation of insulated reveals to the heads and cills of the windows and internal alterations.

The parish council have no observations.

It was resolved that the above responses be submitted.

1520 Finance


G Mason, clerk’s wages £230.62                              

A Tyldesley newsletter £50.00

It was resolved that the above payments be made.

Proposed by Cllr Panton.

1521 Precept and budget 2018/2019.

The purchase of two paediatric pads sets are required at a cost of £63.00 plus vat each.

It was resolved that the precept for 2018/2019 remain at the same amount per household based on Band D which is £23.84.

Proposed by Cllr Arthurs.

Seconded by Cllr Tyldesley. 

1522 Adoption of the canal at Yealand Conyers update.

Mr Mike Machlan is currently on holiday but once he returns there will be a working party day with the volunteers.  

1523 Safety notices for the pond.

The deep-water sign has been put up and the AONB have cleared some of banking overgrowth. There will be netting placed over the landing stage to make it less slippery, but currently it is underwater. 

1524 Gravestone maintenance.

Cllr Panton has spoken to the churchyard manager and there are 23 gravestones that will need re-erecting at a total cost of £2,500.

It was resolved that the parish council donate £250.00 to the graveyard maintenance. The clerk will contact the churchyard manager and explain that this is a one off payment. 

1525 Highways update.

The clerk was asked to contact Cllr Phillipa Williamson to ask her to keep lobbying for the A6 junction / nineteen acre Lane road safety measures and signage.

The clerk will follow up the request to have Yealand Road resurfaced.

1526 Reports and correspondence.

Governance review questionnaire – noted. Cllr Hancock to reply to the questionnaire.

Lancashire County Council budget review – noted. 

1527 Date and time of next meetings.
