Parish Council Minutes - May 2012




Minutes of the Annual Yealand Conyers Parish Council Meeting held on 1st May 2012 in the Quaker Old School, Yealand Conyers.



Cllr Calnan, Panton, Mercer,  Butler, Jackson, Clerk, D. Hancock and one member of the Parish.


The Cllrs were welcomed. Cllr Calnan was elected as Chair, proposed by Cllr Panton and seconded by Cllr Butler. Cllr Panton was elected as Vice Chair, proposed by Cllr Jackson and seconded by Cllr Mercer.


Declaration of Acceptance of Office

Declaration of Acceptance of Office forms were signed. Cllrs were asked to inform the Clerk of any changes to the Register of Personal Interests.



There were apologies from P. C. Marsh and Cllr Fishwick.


Minutes of the Meeting held on Wednesday 7th March 2012.

These were approved and signed by the Chair, Cllr Calnan.

Matters Arising

Jubilee mugs

The Clerk and Cllr Calnan agreed to distribute these mugs prior to the Jubilee weekend.

Draft Minutes

Draft minutes are now displayed on the Notice Board and will also be placed on the website and the Village Hall.

Notice Board

There has been no further progress on provision of a new notice board. Cllr Panton agreed to ask the Landscape Trust whether they would be willing to provide financial help towards an information board on Summerhouse Hill. Reports from Cllrs who attend Landscape Trust, AONB, and other meetings will be put on the Agenda.


Snape Lane

The County Council is unable to provide passing places because there have been no specific safety issues. The provision of passing places would also require the legal transfer of adjacent private land and removal of established hedgerows. Although there is a sign that the road is unsuitable for HGVs, prohibition would not be possible because farm vehicles need access to the fields. Snape Lane will be inspected and any ruts or verge damage will be repaired. 


Police Report

P.C. Marsh sent an email report in which he said that thirty five incidents had been logged. Three crimes were reported, two non dwelling burglaries and one assault. The area has been regularly patrolled. Attendance at Coffee Stop and Parish Meetings has been less due to increased workload and shift patterns.


Best Kept Village Competition

Notices will be placed on the Notice Board and in the Village Hall. Information will be given in the Newsletter. Cllr Calnan and the Clerk agreed to buy appropriate plants for the planters in the Pump area and by the bend at the junction of Roseacre Lane The Clerk would see if there were any areas by the war memorial that could be planted out. The Clerk would contact Highways re the sign on Peter Hill that was still the wrong way round and also the 30mph sign on Snape Lane has been damaged.



A cheque for 100 for the AONB donation was approved and signed.


Accounts 2011-2012

The Accounts for the year 2011-2012 were presented.

The balance on 31.03.2012 was 538.02

Petty Cash 5.02 Current 177.13 Deposit 384.36

The Accounts are available to view from the Clerk and will be placed on the website

The Council approved the Statement of Assurance, which was signed by the Chair and the Clerk. The Clerk will report to the Auditors.

Consideration will be given to expenditure during the year 2012-2013. The value of the Annual subscription to the Canal Trust, Best Kept Gardens and Insurance will be assessed. The Precept will be discussed in January 2013.


Enforcement Order Meeting 15th May 2012

Land Adjacent 7 Dykes Lane, Yealand Conyers.

It was agreed that Cllr Calnan would attend this meeting, purely as an observer and without prejudice.

The Clerk was asked to enquire whether there had been any progress on the enforcement order on Kilross House, Roseacre Lane.
