Parish Council Minutes - Sept 2017

Minutes of the Yealand Conyers Parish Council Meeting held at the Quaker Meeting House on Wednesday 6th September 2017 at 7.45pm.


Present
Cllr Lucy Arthurs, Cllr Dawn Hancock (chair), Cllr Joan Page, Cllr Jane Panton (vice – chair) Cllr Sue Tyldesley. 

Gill Mason – clerk to the parish council. 

1489 Apologies.

No apologies received. 

1490 Minutes of the previous meeting.

It was resolved that the minutes be approved by the parish council and signed by Cllr Hancock as a true record of the meeting held on Wednesday 5th July 2017.

Proposed by Cllr Panton.

Seconded by Cllr Tyldsley. 

1491 Declarations of interest and dispensations.

Cllr Hancock declared an interest in planning application 17/00969/LB. 

1492 Open forum.

Mr George Heaton attended the meeting and reported to the parish council that the flooding at Tarnwater had cleared and the road didn’t seem to be holding as much water during rainfall. 

Yealand Road is in need of urgent repair. The condition of the road is so bad, it is a safety hazard. The clerk will contact highways and ask for a review of the road as soon as possible as it is also an official cycle route.  

1493 Planning

Application No. : 17/01005/ADV

Proposal : Advertisement application for the retained display of a wall mounted sign on the south elevation

The parish council have no observations. 

Application No. : 17/01006/LB

Proposal : Listed building application for the retained display of a wall mounted sign on the south elevation

For : Barry Robinson Leisure Ltd

Site Address : New Inn, 40 Yealand Road, Yealand Conyers, Carnforth, Lancashire.

The parish council have no observations. 

Application No 17/00969/LB

Proposal : Listed building application for internal secondary glazing window units

For : Mr & Mrs Dawn and Brian Hancock

Site Address : 21 Yealand Road, Yealand Conyers, Carnforth, Lancashire, LA5 9SG

The parish council support the application. 

It was resolved that the parish council submit the above responses to Lancaster City Council Development Control.

Proposed by Cllr Panton.

1494 Finance

Payments

G Mason, clerk’s wages £230.62 expenses                      £283.00

(Data protection £35.00, Land registry £6, Stamps x 2 £1.30)

It was resolved that the above payments be made.

Proposed by Cllr Hancock.

Seconded by Cllr Panton.              

1495 Adoption of the canal at Yealand Conyers.

The representatives from the Longlands Hotel and the Canal Trust would like to meet with the parish council on Friday 15th September at 2.30pm to discuss the adoption of part of the canal at Tewitfield.

The clerk offered to attend the meeting, as no councillors could make the date and time.

The clerk will feedback the decisions to the parish council after the meeting. 

1496 Safety notices for the pond.

Cllr Hancock attended the village hall committee meeting and reported to the parish council that there has been a pond sub – committee created to deal with the pond and its issues with safety.

The options that were discussed were:

a)Ask Mrs Winder to fence of the pond, but the AONB may not want or allow this as it may restrict user access.

b)Erect danger signs ‘Beware deep water’ in line with national water safety regulations.

c)Hirers of the hall will be given written information regarding pond safety, stating that all children should be supervised at all times. 

The clerk was asked to contact AONB to ask for the overgrown banking down to the pond to be cleared. 

1497 Pound contract review.

The clerk presented the contract for the pinfold lease to the parish council. Cllr Hancock will ask the tenants to sign the lease and return it to the clerk. 

1498 Highways.

Cllr Hancock attended a meeting with the police regarding Eighty Acre Lane junction and reported to the parish council that the issues that were discussed were:

Signage (railway and Cinder Barrow) needs to be moved away from the road as the sight line from the south isn’t very good. Double white lines won’t be considered, but hatching on the road with a right turning arrow into Cinder Barrow could be.

The police agreed that the signage and the road markings need to be clearer. 

Cllr Williamson was also lobbying for road hatchings at Snape Road as a matter of urgency.

The clerk will contact Cllr Williamson for an update. 

1499 Reports and correspondence.

Santander required the clerk to sign another document before the change of correspondence and additional signatories are added to the account. 

Lengthsman jobs

The bench near the pump needs painting.

The signage around the village needs cleaning and clearing of climber plants.

Yealand Road weeds and nettles need spraying.

The drains need checking to see if they need clearing before winter. 

The clerk will ask Lancaster County Council to refill the salt bins. 

1500 Date and time of next meeting.
